When our clients contact us with questions, we know they need reliable answers as quickly as possible. So we ensure a Professional Engineer is always available to answer any technical and/or administrative questions that our clients may have. This ensures our clients receive the most reliable and highest quality service available.

Elizabeth A. Franks, P.E., FL PE No. 51935, is a Florida licensed professional engineer.  She is the Vice President of our firm and the person with whom all of our clients communicate either by phone, fax and/or e-mail. In 1992, Beth received her B.S. degree in Civil Engineering with a specialty in highway & drainage design from the University of South Florida. She earned her Professional Engineer license in Florida in 1997. Her 30 years of engineering experience include 9 years of highway drainage design and environmental permitting.

Beth's administrative responsibilities include processing and researching all work orders, scheduling and tracking inspections, coordinating with SWFWMD, and handling all of our accounting, just to name a few.


All of our SWFWMD inspections are personally performed in the field by a Professional Engineer licensed to practice engineering in the state of Florida.  The same person also prepares the inspection report and certification form for every site so there is no chance of miscommunication between field and office staff. 

David S. Franks, P.E., FL PE No. 48591, is a Florida licensed professional engineer.  He is the President of our firm and the person who will personally perform your inspection. Dave received his B.S. degree in Civil Engineering with a specialty in hydraulics & hydrology from North Carolina State University in 1983. He earned his Professional Engineer license in North Carolina in 1988, and in Florida in 1994.

Dave's experience spans over 40 years of full-time service as a Drainage Engineer, including 10 years of service as a design engineer and regional manager with the Hydraulics Unit of the North Carolina Department of Transportation (NCDOT). Having personally performed more than 22,000 SWFWMD inspections, Dave's experience is unrivaled by any other licensed Professional Engineer. Dave is also a veteran of the U.S. Army, having served 4 years on active duty as an infantry squad leader in the 82nd Airborne Division at Fort Bragg, North Carolina.
